R S Gujral, is likely to be appointed Member-Secretary of 7th Pay Commission.

The present Secretary Expenditure may be appointed as Member- Secretary of 7th CPC.

The Central Government is likely to notify the the pay commission within the next two months The timing is in such a way that it is well before the model code of conduct for the general elections comes into force. Such a move will bring a positive mood for the central government employees towards the government.

Additionally the Center is expected to give the panel enough time to prepare its report in the hope that the government would be a lot more comfortable vis-a-vis the fiscal deficit by the time the panel submits its report. Government employees have also asked the Center to consider merging dearness allowance with their pay, arguing that the Sixth Pay Commission, like the Centre, could not have anticipated the high inflation that has eroded real wages over the last decade.

The demand was made at a preliminary meeting held between the department of personnel and the employee representatives to discuss the proposed Seventh Pay Commission. It is learnt that the present Secretary Expenditure, R S Gujral, is likely to be appointed Member-Secretary of the 7th Pay Commission. The 1976 batch IAS officer of Haryana cadre Gujral is retiring on November 30th 2013. Shri Gujral was also Secretary ( Revenue) and having sufficient experience on functioning of CBEC & CBD

government announced to constitute the 7th Pay Commission

The United Progressive Alliance (UPA) government Wednesday announced to constitute the 7th Pay Commission - the commission that recommends the salary, allowance and pension structures of the government employees and ex-employees in parity to inflation.

Prime Minister Manmohan Singh has approved the setting up of the commission, finance minister P Chidambaram said in a statement.
The average time taken by a Pay Commission to submit its recommendations has been about two years.
Accordingly, allowing about two years for the commission to submit its report, the recommendations are likely to be implemented with effect from January 1, 2016.
The names of the Chairperson and members as well as the terms of reference (ToR) of the commission will be finalised and announced shortly after consultation with major stakeholders, Chidambaram said.
The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:

# 5th CPC:   1.1.1996

#6th CPC:   1.1.2006
The announcement for setting up of the 7th Pay Commission has brought cheer to over 80 lakh central government employees.

PA/SA Computer test


PA/SA COMPUTER TEST LATEST USEFUL INFORMATION


Part-II will be of 100 marks. Time duration is of 30 minutes (15 minutes each for computer typing test and Date entry test respectively)

Part-II will be of qualifying nature with minimum of 40% for OC, 37% for BC and 33% for SC /ST candidates.

The final merit shall be prepared on the basis of the aggregate marks obtained by the Applicants in the Aptitude Test (Paper I) only subject to their qualifying in Computer/Typing test (Paper II). i.e., there will be no marks for Typing/Data entry test. You have to just qualify the minimum criteria in Paper-2 and final merit list shall be prepared on the basis of marks of Paper-I only.


TypingTestPattern: -

Typing test will be divided in to two sections:

1) Computer typing Test

This test will evaluate Candidate’s Computer typing efficiency. Candidates are required to type a passage in English/Hindi (450 words passage for English & 375 words passage for Hindi) within the duration of 15 minutes.

Typing Speed: - Recommended typing speed for selection is 25-30 words per minute (WPM).

Only candidates opting for Hindi script test will have to give Hindi typing test. It’s upon your personal preference. English typing is considered easier to learn and pass. You can choose either English or Hindi for typing test.

The typing test and test of data entry operations will be conducted on Computer key board but not on type writer.

2) Data-Entry test

This test will evaluate Candidates data-entry efficiency. Candidates are required to type figures, letters and manuscript data within the duration of 15 minutes.

Typing Speed and Accuracy tests allow you to check a candidate's typing speed and accuracy automatically based on existing documents or documents you create.

Data Entry Speed and Accuracy tests allow you to check a candidate's alphanumeric or numeric data entry speed and accuracy automatically; based on existing forms


Typing tests measure two things, speed and mistakes, so when you take typing speed test, do not look only at your speed, look also at the number of your mistakes and concentrate on reducing your mistakes rather than increasing your typing speed. The end result will be increased productivity.

WPM

WPM is an abbreviation of Words-Per-Minute. Confusingly this does not literally mean whole words, as one might find in a dictionary, but rather word-units.
For speed to be comparable, it must be measured in standard units. In the case of typing speed if we used actual words for the WPM measurement then typing speed test results would not be comparable unless everyone used the same texts for their respective typing speed tests - which would give us the additional factor of memorisation so, the word-units we use are artificial.
One word-unit is five keystrokes. Thus, "typed" is one word-unit, "type on it" is two word-units (spaces count as keystrokes too).

Typing technique
Make sure you feel comfortable at your computer. Adjust your chair so your arms comfortably reach the table at a 90-degree angle. Make sure your wrists are straight. Sit up straight in your chair with your back resting against the chair. Place both feet on the ground.
Whether you’re taking a typing test, preparation is an important factor in the outcome. The best way to prepare is to work on your technique; sit comfortably and practice tests that are similar to the one you’ll have to take.

 

Use All Your Fingers


Learn how to type using all your fingers – not just your two pointer fingers. Even though you may be able to type quickly with two fingers, you can type even faster with practice if you use all your fingers to do the work. Typing lessons can help you learn which finger to use to type each letter. This memorization can help your brain direct your fingers to the letters you need without requiring you to look at the keys. As you teach your fingers to find the keys, you can look at the screen to see what you’re typing instead of watching your fingers, which will further increase your typing speed.

Avoid Seeing: 

Yes, you should not see the keyboard while you type. You should have military level of discipline. Look at the screen or the source paper. After you are familiar with the finger placements you can try this. While riding bicycle, what will you see? The road or the pedals

 

Practice a Similar Test


Not all typing tests are the same. You might take a three- or five-minute typing test, or it may be longer. The test might not allow you to press the backspace key. It might be in the form of a game, or it might be a simple paragraph you must read and copy. If you can, find out the format of the timed typing test you’ll be taking. Look on-line for free on-line typing tests that are similar to what you might encounter during your test.

 

Keep Corrections to a Minimum


While it’s important to type quickly with as much accuracy as possible, going back to correct mistakes can slow down your typing speed considerably. Practice finding the correct keys the first time so you don’t have to worry about errors. Use discretion when choosing which errors to go back and correct.
The material you are tested on will most likely be something you’ve never seen before. Chances are you won’t have an opportunity to read over the material beforehand. To prepare for your test, practice typing things with which you’re not familiar. Don’t worry about whether you understand what you’re typing; just focus on typing it correctly.
Also, be aware that not all computer keyboards feel the same way. Although it will still be a QWERTY keyboard, which is the standard computer keyboard, the keys may feel a little different when you type on it. They might stick a little more or be a little touchier than the ones on the keyboard you use to practice. Another thing to consider is your surroundings. If you’re not used to typing in different surroundings, it may be a good idea to try out a new location. Doing these things might help you feel more relaxed when you take your typing test.

 

Touch Typing

Touch typing is typing without looking at the keyboard. The idea is to teach your fingers the location of each keys. Typing Speed is measured in Words Per Minute (WPM), commonly used in typing test examination and recruitment. For the purposes of WPM measurement a word is standardized to five characters or keystrokes. Therefore, “write” counts as one word, but “understand” counts as two words and blank space also count as one character.

A. Full Mistakes: The following errors are treated as full mistakes:--
-- For every omission of word/ figure. 
-- For every substitution of a wrong word /figure. 
-- For every addition of a word / figure not found in the passage.
B. Half Mistakes: The following errors are treated as half mistakes:--
(i) Spacing Errors: Where no space is provided between two words, e.g. ‘Ihope’ or undesired space is provided between the words or letters of a word e.g. hope I have, ‘I hxxave’.
(ii) For every spelling error committed by way of repetition, or addition or transposition or omission or substitution of a letter/letters, e.g. the word 
‘spelling’ typed as ‘seeplings’ etc.
(iii) Wrong Capitalisation: Wrong use of capital letter for small letter and vice-versa. (This does not apply to Hindi typewriting scripts).

Exemption from Filing ITR (Income Tax Return) not extended this  Assessment Year 2013-14 – CBDT
Income Tax Department issues press release to clarify that unlike previous year Salaried Employees with Total Income up to Rs.5 lakhs too have to file ITR (Income Tax Return) this year viz., Assessment year 2013-14.
The full text of Press Release issued by CBDT (Cenral Board of Direct Tax) is as follows
The CBDT has, vide notification dated 1-05-2013, made E-filing of Return compulsory for Assessment Year 2013-14 for persons having total assessable income exceeding Five lakh rupees.
The CBDT vide its earlier notifications had exempted salaried employees having total income up to Rs. 5 lakhs including income from other sources up to Rs. 10,000/- from the requirement of filing return of income for assessment year 2011-12 and 2012-13 respectively. The exemption was available only for the assessment year 2011-12 and 2012-13. The exemption was giving considering ‘paper filing of returns’ and their ‘processing through manual entry’ on system.
However, this year the facility for online filing of returns has been made user-friendly with the advantage of pre-filled return forms. These E-filed forms also get electronically processed at the central processing centre in a speedy manner. Hence, the exemption provided during the last two years is not being extended for assessment year 2013-14. Taxpayers are encouraged to file their returns electronically. E-filing is an easy, fast and secure method of filing of income tax return. Moreover, Digital signature is not mandatory for these taxpayers and they can transmit the data in the return electronically by downloading ITRs, or by online filing and thereafter submit the verification of the return in From ITR-V acknowledgement after signature to Central Processing Centre. The processing for E-filed returns is faster.
From 25th July to 31st July 2013 (Except 27th and 28th July being holidays), Special Return Receipt Counters (FOR SALARIED TAX PAYERS) will operate at Pratayakshar Bhawan, Civic Centre, Minto Road, New Delhi this year. (Instead of Pragati Maidan and Mayur Bhavan as were done in the past).
The special counters have been set up jurisdiction wise as follows:
·         For CIT-XIV Charge (Govt. Salary) at ‘B’ Block, Ground Floor in Civil Centre,
·         For CIV-XV Charge (PSUs/Schools/Colleges/Bank Salary) at ‘C’ Block, Ground Floor in Civic Centre,
·         For CIT-XVI Charge (Private Salary) at ‘C’ Block, Ground Floor in Civil Centre,
·         In addition special counters separately will function at ‘B’ and ‘C’ Block in Civic Centre for Senior Citizens and Differently abled persons.
As Returns of Income above Rs. 5 lakhs have to be e-filed online mandatorily, the same will not be received at any of these special counters. Only paper return of income upto 5 lakhs can be filed at these counters. Other facilities like Helpdesk, Tax Return Preparers (TRPs), UTI/NSDL counters, Bank, tax payment facility, PAN facilitation counter etc. Will be also available at Civic Centre, New Delhi during the same period.

)NEW DELHI: IT major TCS has bagged the Rs 1,400-crore project of India Post for computerising counter operations and the two parties will sign a pact on Monday, a top government official has said. The project is divided into two parts --two years for implemantation and five years for mainteinance.
2)The IT modernisation project approved the Cabinet was divided in three parts: Pilot, Phase I and Phase II.

In phase 1, DoP has to roll out modern IT solution in six circles namely, Assam, Karnataka, Maharashtra, Rajasthan,Tamil Nadu and Uttar Pradesh.

The project included computerisation of all post offices, core banking solutions including installation of 1000 ATMs, mail tracking, customer service call center and introducing eCommerce solution, handheld devices for post masters for update on services like mails, money order etc.

Some activities like installation of ATMs under Phase 1 are yet to be completed by the department.

Under phase II of the IT project, DoP has plans to roll out modern IT solution in rest of the country

Dearness Allowance 80% With Effect From 01-01-2013 –Approved By Central Government

          The Union Cabinet today in its meeting, gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2013  representing an increase of 8% over the existing rate of 72% of the Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

           Necessary order for increasing Dearness Allowance will be issued by Finance Ministry soon. The resultant arrears amount on account of the increased Dearness Allowance for the month of January , Febraury and March will be paid to central government employees by the respective Ministry/Department after the issuance of the order for granting dearness allowance by  Ministry of Finance .

National council / JCM strongly protests against the delay in announcement of Dearness Allowance and demands that it should be announced immediately to avoid confrontation.

Two decades before, the trade unions are used to protest and demonstrate struggles to pressurize the government to declare the dearness allowance. Now we are back to the same old bad days. The same old days are coming back now. The trade union federations gave enough time to the government and waited patiently. Since the announcement for the payment of Dearness Allowance is being delayed ..what  will be our action? please send your views

            As per announcement made in the Railway Budget 2013-14, it has been decided by the Ministry of Railways to revise Tatkal charges.  These charges will be applicable for journey starting from 01.04.2013 onwards. Now, the Tatkal charges will be realized @ 10% of basic fare for reserved Second (2S) class and 30% of basic fare for all other classes subject to minimum and maximum as given below:-

Sub: Implementation of Govt. decision regarding Dual family pension continuance of family pension to mentally/physically disabled children after their marriage and withholding of 10% gratuity. 
Ref : This office important circular No. 58 dated 23-09-2008.
       The Govt. of India, Min of PPG & P, Deptt of P&PW vide – their OM No. 1/33/2012 – P&PW (E) dated 16-01-2013 have decided to allow continuance of family pension to mentally/physically disabled children after their marriage. Further the Govt. has also decided to allow two family pensions for military and or civil employment. DP & PW vide OM No. 20/16/1998 – P&PW (F) dated 19-02-2013 has issued clarifications regarding withholding of 10% gratuity.
2.     In order to implement the above orders/instructions, all the 4 L.P.C. cum Data Sheets for pensionary awards in r/o Defence Civilians have been redesigned to accommodate additional information of Dual family pension continuance of family pension to mentally/physically disabled children after their marriage and withholding of 10% gratuity. For this purpose following new fields have been introduced in the new data sheets.
A. For Civil Pension (Appendix É’), Civil Pension Corr (Appendix ‘F’), Civil family pension (Appendix ‘G’) and Civil family pension Corr ( Appendix ‘H’).

3. Fieldwise instructions for filling up new fields of data sheets are as under:-

(i). GTY WITHHELD (Y/N)-If any ‘Government dues’ on a/c of Government accommodation are outstanding then in this column Ý’should be filled otherwise it should be filled with ‘N’.
If ‘N’ is required to be filled in the revised data sheet i.e. in case Retirement/death gratuity is not to be withheld for the purpose of recovery of outstanding Government dues pertaining to Government accommodation, No demand certificate in this regard may be furnished along with data sheet. A specimen of certificate is enclosed.
(ii). DUAL F. P. (D/S)- In the dual family pension case, the code ’D’ should be filled in this field otherwise the code ’S’ should be filled in this field. ‘D’denotes for Double and ‘S’ for single.
Where government employee died after retirement but before 24/09/2012, the Dual family pension will not be notified/processed through Civil pension Data Sheets. Such cases will be processed through Civil F. P. Data sheets. Where employee retired before 24/09/2012, before processing of Dual F. P. case through civil pension Data sheets it may be ensured that the individual was alive on 23/09/2012.

(iii). WHETHER DISABLED CHILD MARRIED (Y/N) - If the disabled child married the code Ý’ should be filled in this field otherwise it should be filled with ‘N’. 
Further, new code for the column of Medical Category of data sheets for civil F. P. ( Appendix ‘G’& ‘H’) has been allotted. Modified codes of Medical Category are as under:

The unit/formation declared as HOO may be instructed to initiate the data sheets along with supporting documents as per the revised procedure. No case on the old Data-Sheets will be accepted after 30-04-2013.
